At this point, the seeds will want light, and lots of it. Even if they are still beneath the soil, you can go ahead and turn on your grow light.
Check once or twice a day to ensure that the paper towel never dries out. If you need to add water, make sure that you always drain out any standing water. Keep the seeds covered and at the correct temperature. They should sprout in a few days.

When To Put Seedlings Under MH or HPS
You can turn the grow light on once the seeds have sprouted and they are in the soil or growing medium. Even if the plant is still not visible, the heat from the grow light will actually help warm the soil, which encourages the plant to grow.
Cannabis seeds don’t need light when they are germinating. In fact, they require an absence of light. All of the methods below call for darkness.
Once they have sprouted, they will need a lot of light — 18 hours a day, to be exact (though you could even give them 24 hours of light per day).
But you don’t need any propagator at all.
Planting directly into your growing medium prevents having to move seeds when they are at their most fragile. That first root tip is covered with microscopic filaments that are easily damaged. Given that both a cup full of water and moist paper towels are more prone to temperature fluctuations from their environment, planting in soil is a much safer option.

The soil pots will need small holes (roughly 10–15mm deep) for the newly germinated seeds to be placed into. Once the seeds are secure, you will want to place a fluorescent light 13–15cm (5–6 inches) away to encourage growth. Finally, don’t risk overwatering your seeds at this early stage. Use a plant mister to make sure they stay damp but not soaking wet.

Maintaining the ideal temperature (between 22–25°C/71–77°F) and moisture for germination is tricky. Often overlooked, it is all too easy to assume that the vegetative and flowering stages of cannabis growth are the most critical parts of the plant’s life cycle. However, with the chance of failure high unless you know what you’re doing, poor planning when it comes to germination can make or break your next grow. When to plant your cannabis seedlings outside?
If using normal fluorescent tubes (18-36w), seedlings can be kept within a few centimetres of the light source.
I am growing in a pretty old basement there just seedlings it’s a cherry glue I’m going to just build a room down there should I put a humidifier in there or would it just cause mold added to the condition of the basement.
With compact fluorescent lamps (usually 100w or more), a distance of around 15cm should be maintained between the top of the young seedlings and the bulb.
